Appointed by the French Ministry of Justice, a huissier de justice is a State-authorized legal enforcement officer with exclusive powers to serve legal documents, enforce court rulings, and certify factual observations. In particular, a huissier de justice can produce what is known in French law as a constat d’huissier — a formal written report that objectively records and certifies the existence of facts at a specific time and place. This might include, for example, the condition of a building, abusive online posts, noise disturbances, or the content of a website. These reports are legally recognized and carry strong evidentiary weight in court, often helping to prevent or resolve disputes before litigation arises.
