The psychiatrist’s assessment is forwarded to the French Ambassador to China and the Consul General

Vincent B. Le Corre forwards to Ambassador Bertrand Lortholary, Consul General Guillaume Roy and the embassy’s administrative service the October 2022 email to his lawyer, with the two transcripts and the audio recordings attached — the same files, unchanged.

The message states its own chain of custody: it is a copy of the email first addressed to his lawyer Edward Lehman on 12 October 2022 and subsequently forwarded on 3 February 2023 to Assistant Legal Attaché Adam Rogalski. It opens by asking the recipients to confirm receipt, either through their mail client’s read-confirmation function or by a simple reply, and renews the request — under article L111-2 of the French Code of relations between the public and the administration, which obliges the administration to identify the official handling a citizen’s file — for the first name, surname, function and administrative address of the agent in charge of his case.

That request for acknowledgment is what produces the read receipts recorded in the two events that follow.
