cc: Mahonri Manjarrez, Edward Lehman Dear Sir or Madam who will receive this email sent to BeijingACS@state.gov, please forward this email to the Legat office even though it seems that Mr. Rogalski’s email address is functional again. Once somehow informs me who is the Special Agent in Charge of the racketeering enterprise criminal investigation and that I have that person’s contact information, I can finally stop emailing you BeijingACS@state.gov. Please accept my apologies for all of the trouble, and many thanks again for your help, I really appreciate it!

Dear Mr. Rogalski,

(Sehr geehrter Herr Rogalski,)

I tried to send you an email yesterday and it seems I haven’t received an “undeliverable email notification” as I did last month when I tried to contact you:

The email I tried to send you on 2022-12-28 at 14:49 Beijing time (+0800) can be directly read here:
https://www.federal-bureau-of-investigation.com/open-letters/2022-12-28-email-to-the-fbi-new-reference/
(Federal-Bureau-of-Investigation.com is a NON-OFFICIAL website on the FBI)

And here is the “undeliverable email notification” I received:
https://www.federal-bureau-of-investigation.com/open-letters/2022-12-28-undeliverable-notification-postmaster-at-state-dot-gov/
(Federal-Bureau-of-Investigation.com is a NON-OFFICIAL website on the FBI)

For the record, I assumed that you weren’t working for the State Department anymore and I didn’t want the journalists, and/or other people, to think that I made a mistake by sending the email to the wrong address so that’s why you can see, if you open this last link I just gave you, that I didn’t redact your email address. If you want, I can update the website and redact it. Please let me know or I will assume that it doesn’t matter. But I think it’s kind of disturbing that email addresses can be turn on and off just like this especially considering it might have legal implications if I try to submit you evidence and nobody is on the other end receiving what I am sending. How am I supposed to formally notify the FBI if I want to send you additional information and/or evidence and/or explanations?

MR. ROGALSKI, PLEASE, LET’S GET BACK TO WORK QUICKLY: IT’S A MAJOR, UNPRECEDENTED, RICO CASE!

(HERR ROGALSKI, BITTE, LASSEN SIE UNS SCHNELL WIEDER ARBEITEN: ES IST EIN GROSSER, BEISPIELLOSER RICO-FALL!)

I’ve fighting for justice for more than 10 years. I first contacted the FBI and the SEC in 2015. Back then, I still hadn’t been formally fully advised by an attorney yet. I learned lots of things since then.

A few questions for you Mr. Rogalski:

(Einige Fragen an Sie, Herr Rogalski:)

  1. Have you received and read the 2-page Statement of Facts that Mr. Edward Lehman, who is in copy of this email, asked me to write?

  2. If you received and read the 2-page Statement of Facts, did you understand everything I tried to explain? Do you have any questions?

  3. Did you read the explanations I sent to New York Times journalist Constant Méheut? I am talking about this one: https://www.tojournalists.com/open-letters/explanations-sent-to-constant-meheut-may-25-2022/

  4. Do you understand the explanations I sent to New York Times journalist Constant Méheut? Do you have any questions. (Quickly, this fraud I explained to Constant Méheut also took place in other countries including the United States)

  5. Who is the Special Agent in Charge of the criminal investigation?

  6. Page number 52 of the Attorney General Guidelines for Victim and Witness Assistance, 2022 Edition states that “During the investigation of a crime, unless prohibited by a specific statute, regulation, or Department policy, a responsible official for the investigative agency shall use their best efforts to provide persons meeting the VRRA victim definition (see Art. III.B (VRRA Definition)) with the earliest possible notice concerning: a. The status of the investigation of the crime, to the extent that it is appropriate and feasible to inform the victim and to the extent that it will not interfere with the investigation.” Mr. Rogalski, what’s the status of the investigation of the crime? I first contacted the FBI in 2015, it has now been 7 years and the pattern of racketeering activity is ongoing. I therefore believe I have the right after 7 years to know the status of the criminal investigation and who is in charge.

Mr. Rogalski, if you have any questions, please don’t hesitate to ask me. If there is something you don’t understand, please let me know and I will try to help you understand.

No matter what, we need to communicate well with each other.

(Egal was passiert, wir müssen gut miteinander kommunizieren.)

Thank you very much!

(Vielen Dank!)

Yours sincerely,

(Mit freundlichen Grüßen,)
